SARFSA national Spectrum Audit (9 kHz – 500 MHz) for the South Africa Department of Communications

LS of South Africa performed a national spectrum audit for the South African Department of Communications using its OBSERVER monitoring system at various fixed sites across South Africa.
The project involved the following:
- Theoretical investigation into regulatory frequency databases (NFMR)
- Theoretical investigation into major spectrum user databases
- Selective measurement of operational frequencies
- Investigation into technologies and spectrum efficiency
- Comparison and analysis of information collected
- Recommendations on findings
The objectives for the project:
- Analyse National Frequency Master Register (NFMR)
- Determine if usage of Spectrum is effective in South Africa
- Identify shortcomings in ICASAs spectrum database and spectrum management process
- Check level of international compliance with ITU and regulations
- Determine whether South Africa uses spectrum efficient technologies
- Propose changes to spectrum management and monitoring systems at regulatory level
